VET responding to investment needs: capitalising on the benefits of dual VET

A VET Toolbox & friends webinar

On 14 March 2023, we explored how investments, accompanied by skills development, can increase local job opportunities! 

In this webinar hosted by VET Toolbox and DC dVET, we gathered Vocational Education and Training (VET) experts, private sector representatives, and VET stakeholders. Together, we:

  • Explored how the opportunity-driven approach to VET connects skills development with investments.
  • Analysed strategies to ensure quality training and the transition to employment through dual VET.
  • Discussed the importance of private sector involvement in VET – from a private sector perspective.
  • Spotlighted the practical example of a VET Toolbox project implemented by Expertise France in the industrial maintenance, woodwork and forestry sectors in Congo.

Christine von Harrach is a master of economics and a thematic expert at the DC dVET, focusing on knowledge transfer in dual vocational education and training (dVET) developments. With over six years of experience in the field of Technical and Vocational Education and Training (TVET) in Indonesia, she has contributed significantly to SECO and BMZ-funded projects. Her expertise is further enriched by her long-term field experiences for a GIZ project in the East African Community and for a GIZ business management project in Bangladesh. Her role at DC dVET involves applying her extensive knowledge and practical insights to enhance project implementation, contributing to the realm of international development and vocational training.

John Gaga is a multi-skilled and, multicultural professional currently working with Expertise France as a Project Manager of VET Toolbox in Congo Brazzaville. John comes with a background of twenty years in skills development with various development organisations after working in the private sector and business organisations in various African countries. He has previously served as a consultant with several international organisations such as the World Bank, AfDB, GIZ, Swisscontact, Enabel, Educans, Great, etc. He is a down-to-earth person who is passionate about working with the youth and empowering them to rise and shine through skills development and integrity.

Bède Ghislain Louboya is the Director of Apprenticeship at the National Fund to Support Employability and Apprenticeship (FONEA) and a Congo Expert in the African Network of Professional Training Institutions and Funds (RAFPRO). With a background in economics and a Doctorate in Management, Bède Ghislain is also an Engineer in training. He serves as a Consultant, Researcher, and Practitioner in Organisation Theory and Performance Management, specialising in the design, implementation, monitoring, and evaluation of training and dual learning actions.

Joël Barthélemy Kikadidi is a designer and serves as the President of the cluster BRAZZABOIS, the wood-joinery cluster association in Brazzaville. Currently, he is spearheading the development of an urban factory value chain, named Usine urbaine, within the inter-cluster wood-joinery initiative. One key component of this value chain is WENGE CRP-BOIS, a professional resource centre for woodworking, offering capacity strengthening, initial training, and facilitating integration through opportunities embedded within the value chain.

Martina Winkler is a Vocational Education and Training (VET) and employment expert based in Brussels. She currently works at the Coordination Hub of VET Toolbox, an EU-funded multi-agency programme. In this role, she coordinates inter-agency collaboration and offers guidance for an opportunity-driven approach to VET in Sub-Saharan Africa.

Prior to her current position, Martina gained experience at the EU Commission, at the Directorate-General for Employment, Social Affairs, and Inclusion, where she supported the Network of European Public Employment Services. On a national level, she played an active role in governmental employment programmes, including in the context of EU youth mobility and the recruitment and training of foreign professionals in the health sector.

Martina is an advocate for collaboration and mutual learning and believes in its power to enhance the effectiveness of policy design and implementation in international partnerships.
